The Police Service Commission (PSC) held a one-day capacity building workshop on leadership and decision-making in crisis and emergencies for its Directorate Staff on Thursday, May 23, 2024, at the Parry Osayande Auditorium, Corporate Headquarters of the Commission in Jabi, Abuja.
The training session aimed to enhance the skills and knowledge of the Commission's staff, enabling them to effectively oversee and support the Nigerian Police Force.
Training and retraining programmes have become a regular occurrence in the Commission over the past year, emphasizing their significance in repositioning the organization for greater efficiency and effectiveness in fulfilling its mandate.
The recurring nature of these training sessions underscores the Commission's commitment to continuous improvement and capacity development.
In his opening remarks at the training workshop, the Chairman of the Commission, Dr. Solomon Arase, CFR, a retired Inspector General of Police, highlighted the positive impact of these training programmes on the Commission's functionality and service delivery to the people of Nigeria.
He emphasized that the training sessions aggregate in a significant way, contributing to the Commission's optimal performance and improved service delivery to the Nigerian populace.
The training workshop is part of a broader effort to strengthen the PSC's oversight role over the Nigerian Police Force. By investing in the capacity building of its staff, the Commission aims to enhance its ability to effectively monitor, evaluate, and support the activities of the police, ensuring accountability and improved service delivery.
Dr. Arase, whose paper was presented by Dr. Ogbonna Nwota, an Assistant Commissioner of Police and his Special Assistant, declared that the duty of effective oversight of the Police "will remain a paper tiger if the Commission (amongst other factors) is not strengthened and repositioned through capacity building training programmes that will enhance the knowledge of the Staff on their core mandate.”
Dr. Arase noted that decision making as a leader is imperative call to duty, which demands emotional intelligence, critical thinking and deep understanding of professional guidelines and statutory provisions.
According to him, "this goes to say that decision-making in crisis and situations of emergency requires greater understanding and appreciation of the situation at hand, tact, carefulness, caution and high sense of rationality," adding that "this underscores the imperativeness and importance of the workshop, emphasizing the need for continuity in excellent service delivery to our dear country."
The PSC chairman observed that the dynamic nature of modern society will continue to confront the Nigeria Police Force and the Commission in the performance of their respective duties and establish the intellectual climate within which the Police must operate and the importance of oversight and accountability in Policing.
The new dimensions for Policing and oversight, "therefore create an ethical leadership challenge which requires effective leadership skills for the 21st Century managers in the security sector."
Arase told the workshop that leadership competency is the ability to do things rather than feel things, adding that the objective measurement standard is based on observable behaviour and demonstrated knowledge acquisition rather than an attempt to measure subjective human emotions.”
The chairman said although successes recorded in the past one year will be attributable to the current leadership of the Commission that saw the need for a paradigm shift in the approach to duty through training and retraining of Staff, "it is however impossible to divorce these giant strides from the efforts, commitment, cooperation and understanding of the Staff.”
Ikechukwu Ani Head, Press and Public Relations unit of PSC, in a press release, said the one-day training workshop was organised by Royal Bull Consulting in collaboration with Zenith Bank.
