He aims to provide a thorough rationale for his exit and discuss the responsibilities that lie ahead during the remaining months of his presidency.
Biden, who recently recovered from a Covid diagnosis, returns to the White House on Tuesday after self-isolating at his home in Rehoboth Beach, Delaware.
The president and his close advisors began preparing the speech on Monday and continued refining it while he was in Rehoboth.
In a letter released on Sunday, Biden announced he would not pursue the Democratic nomination, subsequently endorsing Vice President Kamala Harris to take his place at the top of the ticket.
According to estimates, Harris has garnered sufficient backing from Democratic delegates to clinch the party's presidential nomination as of Monday evening.
In his letter, Biden said he believes stepping aside is “in the best interest” of the country and the Democratic Party.
“While it has been my intention to seek re-election, I believe it is in the best interest of my party and the country for me to stand down and to focus solely on fulfilling my duties as President for the remainder of my term,” Biden wrote in the letter, posted on X. “I will speak to the Nation later this week in more detail about my decision.”
"I will address the nation from the Oval Office on what lies ahead, and how I will finish the job for the American people," he said in a post on X.
Biden was scheduled to depart Rehoboth Beach, Delaware, where he was self-isolating last week to recover from Covid, and return to the White House on Tuesday afternoon.
According to NBC News reports, Biden and his close aides had already begun working on the speech Monday, two people familiar with the matter said. They continued drafting the address while the president was in Rehoboth with the expectation that this will be his first major event after he returns to Washington.
Biden wants his first act when he gets back to be the remarks to the American people, these people said.
